A large number of farmers stayed outside the gates of the regional headquarters here on September 8 as they remained steadfast in their demand for action against IAS police officer Ayush Sinha, who ordered police to confront a group of farmers last month.
Trapped in a battle with the Haryana government over a minor case, farmers stormed the gates of the junior secretary's office on the evening of September 7 after failing to negotiate with local authorities. Many spend the night without a young secretary.
The protesters demanded action against the police on August 28. He was later transferred as part of a major administrative dismissal. The policeman, the leaders of the suspended farmers' union who were looking for work, was arrested on suspicion of telling police to "break his head" if protesters crossed the line.
At least 10 protesters were injured in a head-on collision with the Baratiya Janata Party (BJP) rally. Their leaders also claim that the farmer died later, allegations denied by management.
Many farmers and many Samyukt Kisan Morcha (SKM) leaders spend the night outside the main door for junior secretaries.
In the morning, volunteers from the protest area were seen preparing tea and serving breakfast.
"We have nowhere to go until our needs are met," Haryana Bharatiya Kisan Union (Chaduni) official Gurnam Singh Chaduni told reporters on September 8.
Regarding the need for the suspension of Mr. Sinha, he said, "First of all, we say that transferring him is not a punishment. We also say that when farmers have even booked a roadblock, why not take action against the police who ordered [police] to break their heads. Is there a law that can be passed under that law?" 44 is always the norm.
Security was tightened here on September 6, a day before the planting of mahapanchayat for farmers, and the central army.
The Gherao started on the evening of September 7, just hours after farmers from Haryana and neighboring districts arrived at Karnal's New Anaj Mandi for mahapanchayat, boarding tractors and motorcycles.
They marched from the mahapanchayat area to the secretary's office five miles [5 km] away.
Protest leaders Rakesh Tikait and Jogendra Yadav are also at the Gherao site.
Karnal Deputy Commissioner Nishant Kumar Yadav on September 7 said the management had invited farm leaders to another discussion and hoped they would resolve the issue.
The Department of Home Affairs has extended the suspension of mobile internet services in Karnal until midnight on September 8 as the situation "remains dire".
Prohibition regulations under Section 144 of the Criminal Procedure Code (CrPC) prohibiting the collection of people are set out in the region.
